The move to a plan-led regime for the development of offshore renewable energy
The objective of the project is to support the Department of the Environment, Climate and Communications define a strategy for a fit-for-purpose plan-led regime for the development of offshore renewable energy (ORE), enhance the tool for marine sensitivity mapping instrumental for decision-making; and establish guidance for the promotion and development of specific activities for co-existence and co-location with ORE projects.
Context
The development of significant offshore renewable energy (ORE) and associated grid infrastructure over the coming decade and beyond is critical to meeting Ireland's climate and energy ambitions. However, despite huge potential for offshore renewable energy in Ireland, its development is hampered by the lack of an efficient policy framework.
Indeed, such development needs to happen in a coordinated, strategic and sustainable way; moreover, it requires a stable regulatory framework for promoters to realise the necessary investments.
Therefore, Ireland is planning on moving to a plan-led regime for ORE development, moving away from a decentralised, project-led approach to a centralised approach with greater state involvement and a more efficient policy framework.
Support delivered
The technical support project will provide the following:
- Analysis and identification of options for the plan-led ORE regime (Deliverable 2)
- Analysis for setting up an appropriate policy framework for hybrid interconnection (Deliverable 3)
- Technical specification for the digital tool to support ORE decision-making (Deliverable 4)
- Guidance for the promotion and development of specific activities for co-existence and co-location with ORE projects (Deliverable 5)
Results achieved
The technical support resulted in the following outcomes:
Outcome 1: Strategy for a fit-for-purpose plan-led regime for the development of offshore renewable energy adopted
Outcome 2: Enhanced tool for marine sensitivity mapping developed
Outcome 3: Guidance for the promotion and development of specific activities for co-existence and co-location with ORE projects adopted
